According
to Zalami (2005) culture can inhibit the performance of the organization according
to the existing organizational culture. There has been implementation of innovative
initiatives in the public sector to provide supportive environment for the
leaders.There has been change in
paradigm of public sector organizations, where organizations are changing their
culture from traditional to modernized culture and becoming more responsive to
citizen needs. Government being the sole authority governing the public sector
identified several attributes which can provide solutions to common problems.

Under traditional form of culture government was resistant to changes and
completely rules driven which resulted in inefficient use of resources, unaccountable
for results and bureaucratic nature of the organizations (O’Donnell and
Boyle,2008).
